After the decree anti-crisis that I think has just raised Italy from the negative, now comes the Tremonti Bond.
This decree provides a few points in favor of borrowers unemployed or layoffs: stop the rate of the loan for one year.

But the real objective of this decree is another. Offer bonds to the banks so as to promote credit and free them from close.

The bank may in fact have some cash from the state in exchange for a bond with a rate from 7.5% to 8, 5% and a credit to encourage businesses.

5 Other main points

  • Financial contribution to strengthen the budget of the guarantee fund for SMEs;
  • increased resources to be made available for credit to small and medium enterprises;
  • for workers in layoffs or property of unemployment benefits, suspend the payment of the installment loan for at least 12 months;
  • the promotion of agreements to anticipate the resources needed by the companies for the payment of layoffs;
  • the adoption of a code of ethics.

According to the rules a measure does not consist of a nationalization of banks, but in my opinion is a subsidy that goes to distort the market (both in a positive or negative).

By the time at which facilitates a bank, against a foreign, it is found displacement. However having regard to state intervention on the part of many states, if this measure will serve to rebound from the crisis, provided that fact is well within the limits of European standards.
